tumor like swelling on the neck of 16 month baby. Swelling is painfull. h/o fever. possible diagnosis and treatmen?

Hello Doctors, C/C-A 23-year-old man having a lesion on right side of the neck which is drain time to time past one and half year. H/O- he gives a history of the lump which appears on upper right side of the neck 1and 1/2 year back and then filled with pus and drained from the lower right side of the neck. During lump appear he was having pain on the same side after draining out pain was subside. After few days later he got another lump which is different from the previous location but drain from the same location as drained previously. He went for the treatment but result was not satisfactory had gone with various investigation like FNAC and T.B. FNAC & T.B -: No abnormality detected. He also take may antibiots and pain killers but the lesion not gone yet. Pain is aggravated by taking sweet and badi things ( as he take Ayurvedic treatment so avoid to take them. ) O/ E - No pain during moment No pain while touching Draining from anterior To the SCM muscle. No family history found. Kindly suggest the treatment.
