From the pic: external ointments seems to be applied for a period of time. ( Looks like Graphites skin ) Start treatment with a single dose of Sulphur 1 m or 10 m. & wait for a few days. If NO reaction give Grapites 1m single dose & wait .

KIND OF FUNGAL DERMATITIS NEEDS DERMATOLOGICAL CONSULTATION

Eczematous dermatitis. नीम के पत्तों को सरसों के तेल में जलाकर घोटकर मरहम बनाये ओर नीम के पत्तों के जोशांदे से इन्फेक्टेड पार्ट को धुलवाकर ये मरहम लगवाये। साफी 2ml tds पिलवायें। 1 हफ्ते में आराम मिलना शुरू हो जाएगा। ज़रूरत हो तो पीडियाट्रिक से मशवरा लें।
