Painless leg swelling is not cellulitis.more detail history like pregnancy, postpartum period or not ,plz provide. For evaluation Colour Doppler study of lower limbs,Anaemia, Cardiac,renal ,hepatic function test are needed .

If in one leg only then, go for Lymphoscintigraphy and Colour Doppler Study. Most probably Lymphatic Obstruction And both legs are involved go for Total Protein and RFT.
