Its like teaching whole neonatology here in few lines. Though I find it very difficult here . I will still try. First of all give oxygen. Arrange all resuscitative equipment. Check for spo2 n heart rate. Give CPR only if heart rate less than 60 per minute. Proper suctioning of mouth n nose. Use ambu bag if breathing difficulty persists. Can give soda bicarb n calcium gluconate. Keep inj adrenaline ready dilute 1 ml in 9 ml dw/ns . Give 0.1 ml/kg . If heart rate falls below 60/min . Despite CPR. Rest consult a proper textbook. Refer to a paediatrician as soon as possible.

Immediate Admission NICU,Then the Protocols followed to prevent HIE,So all deliveries should be done in Hospitals (govt or pvt)& if there is High risk pregnancy, It should be supervised by peaditrician, because which child will present c delayed CRY at birth, First 5 minutes immediately after birth is very important Paediatrician
Send it to pediatrician for NICU admission because without nicu set up you cannot manage these child
Thank you doctor

Agree with Dr Nitesh. Please immediately refer the newborn to a pediatrician for proper management
Back rubbing, suction, oxygen saturation
Check for ABC, THEN REUSCITATE, OXYGEN SATURATION, SUCTION, BACK RUBBING
