Sensitive skin - Dx? Mx?

An 85-year-old male with a history of very sensitive skin and present with dryness of skin over the whole body and red lesions. PMH: No relevant past medical or surgical history. Medication: The Patient has had no medication changes in the last six weeks. Oral steroids and topical steroids are ineffective. I have seen scabies crust similar to this. Does anyone have any opinions or recommendations?

Apparently Psoriasis/ Xerosis
Psoriasis vulgaris Levocet 5mg bd. Tapering dose of steroid orally. Methotrexate 10mg weekly. Rehydrate skin by applying moisturizer or emollient lotion locally. Clean area with diluted betadine lotion apply lobate-S fucibact oint locally bd locally. Multivitamin and antioxidant orally. Reassurance and counciling required.

Senile Xerosis most probably, as there is no medical history and patient has sensitive skin.
Xerosis is caused by a lack of moisture in the skin, which may be the result of ageing
