You have not mentioned about affection of one or both eyes. Both lids are swollen and acute conjunctivitis is not painful process. It looks like preseptal cellulitis and may follow even acute dacryocystitis. Whatever may be the cause start treating with topical broad spectrum antibiotic,systemic antibiotic and anti inflammatory agents. One certainly needs examination of the cornea preferably with a slit lamp.

Acute conjunctivitis treat it with broad spectrum antibiotic drops,lubricant eye drops. And also adequate rest to eyes
