Please add a clear picture @@Tejashwini Akshay... The location of lesion can lead to varied diagnosis... It can just be a simple ulcer or it can be a mucocoele/ranula. Even submandibular duct comes at that place...pathology can be related to that... May be a sialolith... Though it is not common in so young children... So a clear picture and history can lead to better diagnosis...

Picture is not clear. It can be apthous stomatitis or hemangioma You can start with surface anesthetic gels. Ask if any history of trauma or fever.
