Palmo - Plantar keratosis or Psoriasis?

A 62 years old male gives history these pruritic lesions over both palms . Similar lesipns are seen on plantar surface also . History is of 3 months duration He is on regular treatment for these lesions with little relief. Diagnosis and treatment?
