Phimosis. A condition in which tight foreskin can't be pulled back over the head of the penis. Tight foreskin is normal in an uncircumcised child. It often goes away over time with regular, gentle retraction. Circumcision is the removal of the entire foreskin. If not taken decession at this age, recurrent balanitis, urinary tract infections, or other infections are like to be caused.
