This condition is impacted third molar, most common nowadays, sometimes it’s not even present in some individuals. Well, for this case, jus get an x-ray (IOPAR) done and assess the condition, looking at the age of the patient, extraction of the tooth is the treatment of choice because any other treatment will give only short term relief. However, that can buy you some time to stabilise the patient and make her prepare for it. Painkillers sos Lukewarm saline water rinsing will provide relief.

Considering the age and the findings mentioned,it looks like an errupting last molar tooth, it can be confirmed by the dental X-ray, The covering mucosal flap needs to be excised under LA and the tooth allowed to errupt freely,it X-ray shows impacted tooth and difficulty to errupt , the last molar tooth should be extracted.
